2023年夏に秋田県内を襲った記録的大雨をきっかけに、秋田県社会福祉事業団と日本赤十字秋田看護大・秋田短大は、大雨による洪水が発生した場合、障害者支援施設「高清水園」の利用者を、施設に隣接する大学の建物に避難させるための協定を結びました。
要配慮者利用施設では関係法令に基づき避難確保計画を定めており、平家建ての高清水園では、「高齢者等避難」の避難情報が発令された場合には、垂直避難ができないことから約4km離れた中央シルバーエリアまでバスで数回往復して利用者を避難させる避難計画を秋田市に提出していました。高清水園で数年前にその計画策定を検討する段階で、日本赤十字秋田看護大・秋田短大の建物に避難できないか打診をしたところ、秋田市の指定緊急避難所になっていること（グラウンドが指定されている）を理由に一度断られた経緯があったそうです。バスで数回往復して避難することは現実的ではないと思いながらも他に手段がないためバスのピストン輸送による避難計画を定めていましたが、2023年夏の大雨で高清水園に入るための道路が全て水没したため、大雨時は時間が経過すると車両の出入りがかなり難しくなることが分かりました。
なんとか目の前にある日本赤十字秋田看護大・秋田短大に垂直避難させてもらえないだろうか、と考えた高清水園の担当者から私に相談が来ましたので、秋田市の担当課長に相談して日本赤十字秋田看護大・秋田短大事務局と調整する機会を作ろうと動き始めました。しかし、高清水園の担当者が日本赤十字秋田看護大・秋田短大事務局に最初に交渉した段階で、すんなり災害時の一時避難受入がOKになったそうです。（担当の方が優秀なのであり、私も秋田市の担当課長も特に何もしていません笑）
これまで災害＝地震というイメージが強かったのですが、大雨という現実を経て、日本赤十字秋田看護大・秋田短大周辺の水の上がり方が判明したことで、よりその深刻さを理解していただいたのではないかと思います。本来、赤十字社は、「苦しんでいる人を救いたいという思いを結集し、いかなる状況下でも人間のいのちと健康、尊厳を守る」という使命を持っていますので、人道の実現のために行動したまでだと思います。
何の役にも立たなかった私ですが、高清水園の担当者の粋な計らいで調印式に出席させていただき、写真撮影ではちゃっかり入らせてもらいました笑 テレビの報道でも最後の2秒間だけ写りました（嬉）

The signing ceremony for the temporary evacuation agreement between the “Takashimizu-en” facility for persons with disabilities and the Japanese Red Cross Akita College of Nursing and Junior College of Akita during disasters.
Following the catastrophic rainfall in the summer of 2023, the Akita Prefecture Social Welfare Corporation and the Japanese Red Cross Akita College of Nursing and Junior College of Akita signed an agreement to evacuate users of the “Takashimizu-en” facility to the buildings of the adjacent university in the event of flooding caused by heavy rain.
The “Takashimizu-en” facility, designated for persons requiring special consideration, had already established evacuation plans in accordance with relevant regulations. Due to its single-story structure, when evacuation information for “elderly and vulnerable persons” was issued, it was required to transport users by bus several times back and forth, over a distance of about 4 km, to the central silver area in Akita city for evacuation.
In the past, when the plan was being considered several years ago, it was suggested to the Japanese Red Cross Akita College of Nursing and Junior College of Akita that the facility’s users could be evacuated to their buildings. However, this request was initially declined due to their designation as a designated emergency evacuation site by the Akita city (with the grounds being designated). Although it was deemed unrealistic to evacuate by bus several times, the plan was still being pursued due to the lack of alternatives. However, it was revealed that all roads leading to “Takashimizu-en” were submerged during the heavy rain in the summer of 2023, making it increasingly difficult for vehicles to enter and exit during heavy rain.
When the staff at “Takashimizu-en” consulted with me about whether it would be possible to evacuate to the nearby Japanese Red Cross Akita College of Nursing and Junior College of Akita, I took the initiative to consult with the relevant department head in Akita city to arrange for coordination with the Japanese Red Cross Akita College of Nursing and Junior College of Akita Secretariat. However, negotiations between the staff at “Takashimizu-en” and the Japanese Red Cross Akita College of Nursing and Junior College of Akita Secretariat were concluded smoothly, with the agreement for temporary evacuation during disasters being approved.
Previously, there was a strong association between disasters and earthquakes, but after experiencing heavy rainfall, it became evident how serious the flooding around the Japanese Red Cross Akita College of Nursing and Junior College of Akita could be. The understanding of this reality may have contributed to the approval of the temporary evacuation agreement. The Red Cross organization inherently carries the mission of “gathering the desire to help those in distress and protecting human life, health, and dignity under any circumstances,” so I believe their actions were taken in pursuit of realizing humanitarian goals.
Although I personally did not contribute much, I was graciously invited to attend the signing ceremony by the staff at “Takashimizu-en” and managed to sneak into the photo shoot. I even appeared on TV news for the last 2 seconds of the coverage (which made me happy).

La ceremonia de firma del acuerdo de evacuación temporal entre la instalación “Takashimizu-en” para personas con discapacidad y el Colegio de Enfermería de la Cruz Roja Japonesa de Akita y el Colegio de Enfermería Junior de Akita durante desastres.
Tras las lluvias catastróficas en el verano de 2023, la Corporación de Bienestar Social de la Prefectura de Akita y el Colegio de Enfermería de la Cruz Roja Japonesa de Akita y el Colegio de Enfermería Junior de Akita firmaron un acuerdo para evacuar a los usuarios de la instalación “Takashimizu-en” a los edificios de la universidad adyacente en caso de inundaciones causadas por lluvias intensas.
La instalación “Takashimizu-en”, designada para personas que requieren consideración especial, ya había establecido planes de evacuación de acuerdo con las regulaciones pertinentes. Debido a su estructura de un solo piso, cuando se emitía información de evacuación para “personas mayores y vulnerables”, era necesario transportar a los usuarios en autobús varias veces de ida y vuelta, a una distancia de aproximadamente 4 km, hasta el área central de plata en la ciudad de Akita para la evacuación.
En el pasado, cuando se estaba considerando el plan hace varios años, se sugirió al Colegio de Enfermería de la Cruz Roja Japonesa de Akita y al Colegio de Enfermería Junior de Akita que los usuarios de la instalación podrían ser evacuados a sus edificios. Sin embargo, esta solicitud fue rechazada inicialmente debido a su designación como sitio designado de evacuación de emergencia por la ciudad de Akita (con los terrenos siendo designados). Aunque se consideraba poco realista evacuar varias veces en autobús, el plan aún se estaba llevando a cabo debido a la falta de alternativas. Sin embargo, se reveló que todos los caminos que conducían a “Takashimizu-en” estaban sumergidos durante las intensas lluvias en el verano de 2023, lo que dificultaba cada vez más la entrada y salida de vehículos durante las lluvias intensas.

Aunque personalmente no contribuí mucho, fui amablemente invitado a asistir a la ceremonia de firma por el personal de “Takashimizu-en” y logré colarme en la sesión de fotos. Incluso aparecí en las noticias de televisión durante los últimos 2 segundos de la cobertura (lo cual me hizo feliz).
