秋田市役所で、最新の遠隔医療システムを搭載した車両のお披露目会があり、見学してきました。この車両は実は、昨年の9月議会で私が所属する厚生委員会の審議で揉めた（時間がかかった）案件でした。遠隔医療推進事業費補助金として、遠隔医療システム搭載車両の整備を行いたいとのことで議案として提案されたのですが、その費用について審議した際に、資料には不明な点が多かったため、私含め委員から「車両は何台なのか、どの地域にどのくらいの頻度で行うのか、電波が届かない地域にはどのように対応するのか、どんなレベルの設備なのか（手術できるレベルなのかとか）」などたくさんの質問があったのですが、それらに市当局が全く回答できなかったため審議がかなり遅れたのでした。最終的に時間を押して議員の質問へ回答することができたために委員会で可決され予算は通りましたが、かなり危ない橋を渡った？案件でした笑 こういうと語弊があるかもしれませんので正確を期すると、市当局として新規議案に対してかなりの準備不足のまま提出した案件でした。個人的には新規案件に準備不足でよく委員会に行けるなぁと担当者の度胸に驚きました。見方を変えると議会軽視にも感じられます。我々議員は、市民の付託に応えるため、きちんと説明できない事業に簡単にOKを出すわけにはいきませんので、しっかり準備してほしいものです。
見学した車両に搭載されている遠隔医療システムは4Gと5G回線で繋ぐ、という簡単な説明がありました。次の用事のためすぐその場から離れてしまったので詳細聞けませんでしたが、河辺・雄和・岩見山内の一部地域では携帯電話の電波の届かない地域が存在しますので、人工衛星を使った回線の方がいいのではないかと委員会では発言しましたが、どうやらそのあたりは考慮されていなさそうです。それでも実際に病院と繋いで診察する様子の画像や声を確認しましたが、非常に鮮明でしっかりしていました。しっかりと試験運用していただいて、地域の人に喜ばれる医療MaaS（マース）の本格運用をしてもらいたいものです。

I visited the operating vehicles of medical MaaS (Mobility as a Service).
At the Akita City Hall, there was an unveiling ceremony for the latest remote medical system-equipped vehicles, and I went to see them. Interestingly, this vehicle was actually a matter that caused a stir (took a long time) during the deliberation of the Health and Welfare Committee, to which I belong, at the city council last September. It was proposed as a bill to establish remote medical system-equipped vehicles as part of the remote medical care promotion project subsidy, but during the deliberation on the cost, there were many unclear points in the materials. Consequently, there were many questions from committee members, including myself, such as “How many vehicles are there, how often will they be used in each region, how will they deal with areas where radio waves cannot reach, and what level of facilities are they (can surgeries be performed)?” However, the city authorities could not answer any of these questions at all, which significantly delayed the deliberation. Although we were able to respond to the questions from the members in the end due to time constraints, and the budget was passed in the committee, it was a quite risky project, wasn’t it? Well, saying so may be a bit misleading. To be accurate, it was a project that the city authorities submitted with considerable lack of preparation for a new bill. Personally, I was amazed at the courage of the staff to go to the committee with such a lack of preparation for a new project. Looking at it from another perspective, it also feels like disregarding the council. As council members, we cannot easily approve projects that cannot be properly explained in response to the citizens’ expectations, so we want them to be thoroughly prepared.
The remote medical system installed in the vehicles we visited was briefly explained to connect via 4G and 5G networks. I couldn’t get into the details as I had to leave the scene for my next appointment, but I mentioned at the committee that in some areas of Kawabe, Yuwa, and Iwamisannai, where mobile phone signals do not reach, it might be better to use satellite-based connections. However, it seems that this aspect has not been considered. Nevertheless, I confirmed images and voices of consultations being connected with hospitals, which were very clear and stable. I hope they conduct thorough trial operations and carry out full-scale operation of medical MaaS that will be appreciated by the people in the region.

Visitamos los vehículos en funcionamiento del MaaS médico (Movilidad como Servicio).
En el Ayuntamiento de Akita, hubo una ceremonia de presentación para los últimos vehículos equipados con sistemas médicos remotos, y fui a verlos. Curiosamente, este vehículo fue en realidad un tema que causó revuelo (tomó mucho tiempo) durante la deliberación del Comité de Salud y Bienestar, al que pertenezco, en el ayuntamiento el pasado septiembre. Se propuso como un proyecto de ley para establecer vehículos equipados con sistemas médicos remotos como parte del subsidio del proyecto de promoción de la atención médica remota, pero durante la deliberación sobre el costo, hubo muchos puntos poco claros en los materiales. En consecuencia, hubo muchas preguntas de los miembros del comité, incluyéndome a mí, como “¿Cuántos vehículos hay, con qué frecuencia se utilizarán en cada región, cómo se ocuparán de las áreas donde las ondas de radio no pueden llegar, y qué nivel de instalaciones tienen (¿se pueden realizar cirugías)? Sin embargo, las autoridades municipales no pudieron responder ninguna de estas preguntas en absoluto, lo que retrasó significativamente la deliberación. Aunque pudimos responder a las preguntas de los miembros al final debido a limitaciones de tiempo, y el presupuesto fue aprobado en el comité, ¿no fue un proyecto bastante arriesgado? Bueno, decir eso puede ser un poco engañoso. Para ser precisos, fue un proyecto que las autoridades municipales presentaron con considerable falta de preparación para un nuevo proyecto de ley. Personalmente, me sorprendió la valentía del personal para ir al comité con tal falta de preparación para un nuevo proyecto. Mirándolo desde otra perspectiva, también parece ser un desprecio al consejo. Como miembros del consejo, no podemos aprobar fácilmente proyectos que no puedan ser explicados adecuadamente en respuesta a las expectativas de los ciudadanos, así que queremos que estén completamente preparados.
El sistema médico remoto instalado en los vehículos que visitamos se explicó brevemente para conectarse a través de redes 4G y 5G. No pude entrar en detalles ya que tuve que salir de la escena para mi próxima cita, pero mencioné en el comité que en algunas áreas de Kawabe, Yuwa y Iwamisannai, donde no llegan las señales de teléfonos móviles, podría ser mejor usar conexiones basadas en satélites. Sin embargo, parece que este aspecto no ha sido considerado. Sin embargo, confirmé imágenes y voces de consultas conectadas con hospitales, que eran muy claras y estables.
