「そうせいと維新」という会派に所属することになりました。秋田市議会議員の中で最年長の小松健（こまつたける）議員、藤井翼（ふじいいつばさ）議員と私（秋田市のHP）が無所属で、維新の会所属の若松尚利（わかまつなおとし）議員を加えた4名で構成されている会です。私は、議会運営委員会と厚生委員会に所属することになりました。
また、5月23日～24日と、令和5年5月秋田市議会臨時議会が開かれ、固定資産税の課税免除に関する条例の一部改正する専決処分、秋田市国民健康保険税条例の一部を改正する専決処分についての承認と、令和5年度秋田市一般会計と学校給食費会計補正予算について審議し、審議の結果全て全員一致で可決しました。
臨時議会では、審議する議案が少なかったのですが、定例議会と同じ全ての議会の行程を体験することができ、議会の流れを知ることができました。議員として秋田市のたくさんの条例や事業を勉強するのはもちろんのこと、議会のことももっと勉強して頑張る所存です！！！
Our faction has been established, and we held an extraordinary session of the council in May.
I am now a member of the faction called “Sousei to Ishin” (Creation and Innovation). The faction consists of four members: the oldest member of the Akita City Council, Takeru Komatsu, and Tsubasa Fujii, who are both independent council members like myself (as listed on Akita City’s official website), and Naotoshi Wakamatsu, a member of the Ishin no Kai (Japan Innovation Party). I have been assigned to the Administration Committee and the Welfare Committee.
Furthermore, from May 23rd to 24th, the Extraordinary Session of the Akita City Council for the fiscal year Reiwa 5 was held. We deliberated on and unanimously approved the discretionary measures to partially amend the ordinance regarding property tax exemptions and the discretionary measures to amend certain provisions of the Akita City National Health Insurance Tax ordinance. We also discussed and passed unanimously the supplementary budget for the fiscal year Reiwa 5 for the Akita City General Account and the School Lunch Fee Account.
Although there were fewer bills to deliberate on during the extraordinary session, I had the opportunity to experience all the procedures of the council, just like during regular sessions. This allowed me to understand the flow of the council proceedings. As a council member, I am determined to not only study numerous ordinances and projects in Akita City but also to further study the functioning of the council. I will do my best!
Nuestra fracción ha sido establecida y llevamos a cabo una sesión extraordinaria del concejo en mayo.
Ahora soy miembro de la fracción llamada “Sousei to Ishin” (Creación e Innovación). La fracción está conformada por cuatro miembros: Takeru Komatsu, el concejal más antiguo del Consejo de la Ciudad de Akita, y Tsubasa Fujii, quienes son concejales independientes al igual que yo (según se muestra en el sitio web oficial de la Ciudad de Akita), y Naotoshi Wakamatsu, un concejal afiliado al Ishin no Kai (Partido de Innovación de Japón). Se me ha asignado al Comité de Administración y al Comité de Bienestar.
Además, del 23 al 24 de mayo, se llevó a cabo la Sesión Extraordinaria del Consejo de la Ciudad de Akita para el año fiscal Reiwa 5. Deliberamos y aprobamos por unanimidad las medidas discrecionales para enmendar parcialmente la ordenanza relacionada con las exenciones de impuestos a la propiedad, así como las medidas discrecionales para enmendar ciertas disposiciones de la ordenanza de impuestos del Seguro Nacional de Salud de la Ciudad de Akita. También discutimos y aprobamos por unanimidad el presupuesto suplementario para el año fiscal Reiwa 5 en la Cuenta General de la Ciudad de Akita y en la Cuenta de Gastos de Alimentación Escolar.
Aunque hubo menos proyectos para deliberar durante la sesión extraordinaria, tuve la oportunidad de experimentar todos los procedimientos del concejo, al igual que durante las sesiones regulares. Esto me permitió comprender el flujo de los procedimientos del concejo. Como concejal, estoy decidido a estudiar no solo numerosas ordenanzas y proyectos en la Ciudad de Akita, sino también a profundizar en el funcionamiento del concejo. ¡Haré todo lo posible!
