3月上旬に、秋田県里親連合会が主催して行った、令和4年度里親研修・講演会が、秋田県中央地区老人福祉総合エリア（中央シルバーエリア）で行われ、参加してきました。「少年鑑別所の業務 ～非行を防ぐ養育を目指して～」という演題で、秋田少年鑑別所長の三浦公士（みうらこうじ）氏が講演してくださいました。秋田県里親連合会は、秋田県内で、里親として子どもを自身の家庭に受入れて育てている方や里親登録されている方達で構成されている会です。私が、秋田県庁を依願退職する直前までいたのが、地域・家庭福祉課で、秋田県の里親登録研修の担当をしていたため、秋田県里親連合会とは会長を中心によく連絡を取っていました。県庁を辞めて一念発起して政治の世界へ進むことを報告した時も、とても応援してくれた、素敵な人たちの集まりです。里親の皆さんと、なぜ心の奥の感覚が合うのかな、と考えたのですが、ボランティア精神が基本としてしっかり備わっている人たちだからだと思いました。自分は、国際協力、社会活動を通して、ボランティア活動をしてきたので、その感覚が合う人とは居心地が良いと感じます。
まだまだ、里親制度への理解が足りないと思いますので、今後とも里親制度の普及啓発に努めていきたいと思います。 また、地元の保護司の方から、保護司をやってみないかと言われ、保護司に申請しました。様々なことにチャレンジしていきたいと思います。
The lecture of the Akita Foster Parent Association
In early March, the Akita Foster Parent Association held its 2022 foster parent training and lecture in the Akita Central District Elderly Welfare Comprehensive Area (Central Silver Area), which I attended. The lecture, titled “Juvenile classification facility operations – aiming for foster care to prevent delinquency,” was given by Kouji Miura, director of the Akita Juvenile Classification Facility. The Akita Foster Parent Association is composed of individuals who have taken in and raised children as foster parents in their own homes or who have registered as foster parents in Akita Prefecture. I used to work for the regional and family welfare division of the Akita Prefectural Government, responsible for Akita Prefecture’s foster parent registration training, until I retired on my own accord, so I was in frequent contact with the Akita Foster Parent Association, especially with its president. When I announced that I was leaving the prefectural government to pursue a career in politics, they were very supportive – they are truly wonderful people. I thought about why I feel a sense of connection with foster parents, and I realized it’s because they have a strong volunteer spirit at their core. I have been involved in volunteer activities through international cooperation and social activism, so I feel comfortable around people who share that same sense. I believe there is still a lack of understanding about the foster care system, so I want to continue to work towards promoting and raising awareness about it in the future. Additionally, a local guardian asked me if I would be interested in becoming a guardian, so I applied to be one. I want to challenge myself in various ways going forward.
La conferencia de la Asociación de Padres Adoptivos de Akita
A principios de marzo, la Asociación de Padres Adoptivos de Akita celebró su entrenamiento y conferencia anual para padres adoptivos del año fiscal 2022 en el Área Integral de Bienestar para Personas Mayores del Distrito Central de Akita (Área Plateada Central), al cual asistí. La conferencia, titulada “Operaciones de un centro de clasificación de menores – apuntando a la crianza de acogida para prevenir la delincuencia”, fue impartida por Kouji Miura, director del Centro de Clasificación de Menores de Akita. La Asociación de Padres Adoptivos de Akita está compuesta por personas que han acogido y criado niños como padres adoptivos en sus propios hogares o que se han registrado como padres adoptivos en la Prefectura de Akita. Antes de retirarme por mi propia cuenta, solía trabajar en la División de Bienestar Familiar y Regional del Gobierno de la Prefectura de Akita, responsable de la capacitación de registro de padres adoptivos de la Prefectura de Akita, por lo que estaba en contacto frecuente con la Asociación de Padres Adoptivos de Akita, especialmente con su presidente. Cuando anuncié que dejaba el gobierno prefectural para dedicarme a la política, me brindaron mucho apoyo: son realmente personas maravillosas. Pensé por qué siento una conexión con los padres adoptivos y me di cuenta de que es porque tienen un fuerte espíritu voluntario en su núcleo. He participado en actividades voluntarias a través de la cooperación internacional y el activismo social, por lo que me siento cómodo con personas que comparten ese mismo sentido. Creo que todavía hay una falta de comprensión sobre el sistema de acogida, por lo que quiero seguir trabajando en la promoción y concienciación sobre el tema en el futuro. Además, un guardián local me preguntó si estaría interesado en convertirme en guardián, así que presenté una solicitud para ello. Quiero desafiarme a mí mismo de varias maneras en el futuro.
