「消防団って、火事の時に活動する人たちでしょう？」
そんなイメージを持っている方も多いかもしれません。毎年、秋田市消防団消防操法大会を見学していますが、そのたびに感じるのは、消防団の活動は火災現場だけではなく、「日頃の積み重ね」があってこそ成り立っているということです。
7月5日、秋田市消防訓練場で開催された「令和8年度秋田市消防団消防操法大会」を見学しました。今年は、小型ポンプ操法の部に24分団、ポンプ車操法の部に7分団が出場し、日頃の訓練の成果を競い合いました。見学しながら、地域の安全を守るために陰で努力を重ねている団員の皆さんへ、改めて敬意を抱きました。
「速さ」だけではない、「正確さ」が命を守る
消防操法大会というと、タイムを競う競技のように思われるかもしれません。しかし、実際に見ていると、それだけではないことがよく分かります。ホースを延ばす動き、ポンプの操作、放水までの一連の流れ。その一つ一つが無駄なく、美しく、そして正確です。
さらに、指差し確認や安全確認、号令、姿勢など、一見すると細かな所作まで採点対象となっています。火災現場では焦りが判断ミスにつながります。だからこそ、身体が自然に動くまで繰り返し訓練し、基本動作を徹底して身に付けることが重要なのです。スポーツでも基本練習を大切にする選手ほど、本番で力を発揮します。消防操法もまさに同じで、「基本を極めること」が市民の命や財産を守る力につながっているのだと感じました。
地域を支える「もう一つの消防」
各分団の操法を見ていると、どのチームも驚くほど息が合っています。日頃から仕事や家庭を持ちながら訓練を重ね、互いを信頼しているからこそできる連携です。消防団は、法律上は非常勤特別職の地方公務員です。常備消防である消防署とは役割が異なりますが、地域に最も近い存在として、災害時には消防署を補完する重要な役割を担っています。
私は、その姿を見ながら町内会の活動を思い浮かべました。町内会が行政だけでは行き届かない地域活動を支えているように、消防団もまた、消防署だけでは対応しきれない部分を地域の力で支えています。普段はそれぞれ別の仕事をしている方々が、いざという時には地域のために駆け付ける。その存在は、地域の安心そのものだと感じます。
見えない努力に、もっと目を向けたい
消防団の皆さんが訓練している姿を見る機会は、それほど多くありません。だからこそ、「火事の時だけ活動する」と思われがちです。しかし、その裏では、休日や仕事終わりの時間を使い、繰り返し訓練を重ねています。その努力があるからこそ、いざという時に迅速で的確な活動ができるのです。地域の安心は、目立つところだけで支えられているわけではありません。誰かが見えないところで積み重ねている努力によって守られています。消防団の活動は、そのことを改めて教えてくれました。
地域を守る力は、地域の中にある
消防団は、決して特別な人だけが担うものではありません。地域を大切に思う気持ちがあれば、その力を生かせる場があります。今回の操法大会を見学し、団員の皆さんの真剣な姿勢や団結力に触れ、地域の防災力は「人」が支えていることを改めて実感しました。
日頃から地域のために活動してくださっている消防団の皆さんに心から感謝申し上げます。そして、消防団の活動や地域防災に少しでも関心を持っていただけたら嬉しく思います。地域を守る力は、誰か一人ではなく、私たち一人ひとりの意識から生まれていくのです。
【English】uly 5, 2026 – The “One Second” of the Volunteer Fire Corps Supports Community Safety — Watching the Akita City Firefighting Skills Competition
“Volunteer firefighters are the people who respond when there is a fire, right?” Many people may have that image. Every year I attend the Akita City Firefighting Skills Competition, and each time I realize that the work of the volunteer fire corps is not only about fighting fires. It is built on steady training and preparation carried out every day. On July 5, I visited the Akita City Fire Training Ground to watch the 2026 Akita City Firefighting Skills Competition. This year, 24 local units competed in the portable pump division and 7 units competed in the fire engine division. As I watched, I once again felt deep respect for the members who work hard behind the scenes to protect our community.
■ Saving Lives Requires More Than Speed
At first glance, the competition may seem like an event where teams simply compete for the fastest time. However, watching closely shows that it is much more than that. Extending the hoses, operating the pump, and moving smoothly from start to water discharge—all of these actions are performed efficiently, beautifully, and accurately.
The judges also evaluate pointing and confirmation procedures, safety checks, commands, posture, and many other details. At an actual fire scene, panic can lead to mistakes. That is why the members train repeatedly until the correct movements become second nature. In sports, athletes who master the basics often perform best in real competition. Firefighting skills are the same. Mastering the basics is what helps protect the lives and property of citizens.
■ The Other Fire Service That Supports the Community
As I watched the teams, I was impressed by how well they worked together. These are people who have jobs and families, yet they continue training and build strong trust with one another. Under Japanese law, volunteer firefighters are part-time special local government employees. Their role is different from that of the full-time fire department, but as the people closest to the community, they play an important role in supporting emergency response during disasters.
Watching them reminded me of neighborhood associations. Just as neighborhood associations support community activities that government alone cannot fully handle, volunteer fire corps members support areas that the fire department alone cannot cover. In ordinary times they work in different professions, but in an emergency they rush to help their community. Their presence itself brings peace of mind to local residents.
■ We Should Pay More Attention to Their Invisible Efforts
Most people do not often see volunteer firefighters training. Because of that, it is easy to think that they only become active during fires. In reality, they spend weekends and time after work practicing again and again. Those unseen efforts are what allow them to respond quickly and accurately when an emergency occurs.
Community safety is not supported only by visible activities. It is protected by the quiet efforts that people continue behind the scenes. The volunteer fire corps reminded me of that once again.
■ The Power to Protect the Community Exists Within the Community
Being a volunteer firefighter is not something only special people can do. Anyone who cares about the community can find a way to contribute. Through this competition, I was deeply impressed by the members’ serious attitude and teamwork, and I was reminded that disaster preparedness is ultimately supported by people.
I would like to express my sincere gratitude to all the volunteer firefighters who work for our community every day. I also hope that more people will take an interest in volunteer firefighting and local disaster prevention. The power to protect our community comes not from one person alone, but from the awareness and actions of each of us.
【Español】5 de julio de 2026 – El “un segundo” del cuerpo de bomberos voluntarios sostiene la tranquilidad de la comunidad — Observando la competencia de técnicas de extinción de incendios de la ciudad de Akita
“Los bomberos voluntarios son las personas que actúan cuando ocurre un incendio, ¿verdad?” Muchas personas pueden tener esa imagen. Cada año asisto a la competencia de técnicas de extinción de incendios de la ciudad de Akita y, cada vez, confirmo que el trabajo del cuerpo de bomberos voluntarios no se limita a apagar incendios. Se basa en la práctica y la preparación constantes del día a día.
El 5 de julio visité el Campo de Entrenamiento de Bomberos de Akita para observar la competencia correspondiente al año 2026. Participaron 24 divisiones en la categoría de bomba portátil y 7 divisiones en la categoría de camión de bomberos. Mientras observaba las pruebas, sentí nuevamente un profundo respeto por las personas que trabajan silenciosamente para proteger la seguridad de nuestra comunidad.
■ Para salvar vidas no basta con la rapidez
A primera vista, esta competencia puede parecer una prueba de velocidad. Sin embargo, al verla de cerca se entiende que es mucho más que eso. Extender las mangueras, operar la bomba y completar todo el proceso hasta lanzar el agua son movimientos realizados con eficiencia, precisión y elegancia.
También se evalúan detalles como las verificaciones de seguridad, las órdenes, la postura y los procedimientos de confirmación. En una emergencia real, el nerviosismo puede provocar errores. Por eso entrenan repetidamente hasta que los movimientos correctos se vuelven automáticos. En el deporte, los atletas que dominan los fundamentos suelen rendir mejor en la competencia. En las maniobras de bomberos ocurre exactamente lo mismo: dominar lo básico es lo que ayuda a proteger la vida y los bienes de la ciudadanía.
■ El otro cuerpo de bomberos que sostiene a la comunidad
Al observar a cada equipo, me impresionó la coordinación entre sus integrantes. Son personas que tienen trabajo y familia, pero aun así continúan entrenando y construyendo confianza mutua.
Según la ley japonesa, los bomberos voluntarios son funcionarios públicos locales de tiempo parcial. Su función es diferente a la del cuerpo de bomberos permanente, pero al ser quienes están más cerca de la comunidad, cumplen un papel fundamental apoyando la respuesta ante desastres.
Mientras los veía, pensé en las asociaciones vecinales. Así como estas apoyan actividades que el gobierno por sí solo no puede cubrir completamente, los bomberos voluntarios también respaldan áreas que el departamento de bomberos permanente no puede atender por sí solo. En la vida diaria cada uno tiene su propio trabajo, pero cuando ocurre una emergencia acuden de inmediato para ayudar a la comunidad. Su presencia representa tranquilidad para las personas.
■ Debemos valorar más los esfuerzos que no se ven
No es común ver a los bomberos voluntarios entrenando. Por eso, muchas veces se piensa que solo actúan cuando hay un incendio. En realidad, dedican fines de semana y tiempo después del trabajo a practicar una y otra vez. Gracias a ese esfuerzo invisible pueden responder con rapidez y precisión cuando ocurre una emergencia.
La seguridad de la comunidad no se sostiene únicamente con actividades visibles. También se protege gracias al esfuerzo silencioso de quienes trabajan detrás de escena. El cuerpo de bomberos voluntarios me recordó nuevamente esa realidad.
■ La fuerza para proteger la comunidad está dentro de la comunidad
Ser bombero voluntario no es algo reservado para personas especiales. Cualquier persona que quiera a su comunidad puede encontrar una manera de contribuir. Al observar esta competencia, quedé profundamente impresionado por la seriedad y el trabajo en equipo de los participantes, y confirmé una vez más que la capacidad de prevención de desastres depende, al final, de las personas.
Quiero expresar mi sincero agradecimiento a todos los bomberos voluntarios que trabajan cada día por nuestra comunidad. También espero que más personas se interesen por el trabajo de los bomberos voluntarios y por la prevención de desastres a nivel local. La fuerza para proteger nuestra comunidad no nace de una sola persona, sino de la conciencia y las acciones de cada uno de nosotros.
