明日の秋田市議会本会議において、「非核三原則の堅持を求める意見書の提出について」（陳情第63号）に対する議員それぞれの意思表示が行われます。議会だよりにも私の賛否が掲載される予定です。
私はこの陳情に反対します。
まず最初に申し上げたいのは、私は「核兵器のない平和な世界の実現」という理念そのものには賛成です。戦争や核兵器によって多くの命が失われてきた歴史を考えれば、核兵器のない世界を目指すことに異論はありません。
では、なぜ反対なのか。
それは、この陳情が掲げる理念ではなく、「非核三原則を堅持する」という政策手段を地方議会として固定化することに違和感を覚えるからです。
安全保障政策の目的は、国民の生命と財産を守り、平和を維持することです。そのための手段については、国際情勢や周辺国の軍事動向、技術の進歩などを踏まえながら、常に検証と議論を続ける必要があります。
しかし、この陳情は「非核三原則を堅持する」という結論を先に固定した上で、その立場を国に求める内容となっています。
私は、安全保障政策において特定の手段を絶対視するべきではないと考えています。大切なのは、何を守るための政策なのかという目的であり、その時代において最も有効な手段が何かを冷静に議論し続けることです。
仮にこの陳情が「核兵器のない世界の実現を求める意見書」であれば、より幅広い賛同を得られたかもしれません。しかし、「非核三原則の堅持を求める」となると、理念の表明を超えて具体的な安全保障政策の選択に踏み込むことになります。そして、そのような議論は本来、国会や政府において、外交・防衛政策全体との整合性を踏まえながら行われるべきものです。
私は、核兵器のない世界を願う気持ちは共有しながらも、安全保障政策の手段を地方議会が固定的に求めることには賛成できません。そのため、今回の陳情には反対することとしました。
賛成・反対という結論だけを見ると誤解を招くかもしれませんが、私が反対しているのは「平和」ではなく、「特定の政策手段を絶対化すること」です。
平和を守るために何が最善なのか。これからも感情論ではなく、現実を見据えた冷静な議論が必要だと考えています。

【English】Why I Opposed the Resolution Calling for the Continued Adherence to Japan’s Three Non-Nuclear Principles
At tomorrow’s plenary session of the Akita City Council, council members will vote on a petition titled “Submission of a Resolution Calling for the Continued Adherence to Japan’s Three Non-Nuclear Principles” (Petition No. 63). My vote will also be published in the city council report.
I will vote against this petition.
First, I want to make one thing very clear. I support the ideal of achieving a peaceful world without nuclear weapons. Looking at the history of war and the many lives lost because of nuclear weapons, I have no objection to the goal of a world free from nuclear arms.
So why am I opposed to this petition?
The reason is that my concern is not with the ideal itself, but with the idea of fixing a specific policy tool—the continued adherence to the Three Non-Nuclear Principles—as the position that a local assembly should formally demand.
The purpose of national security policy is to protect the lives and property of citizens and to maintain peace. The methods used to achieve that goal should be continually examined and discussed in light of international developments, the military activities of neighboring countries, and advances in technology.
However, this petition begins by assuming the conclusion that the Three Non-Nuclear Principles must be maintained and then asks the national government to adopt that position.
I believe that no specific policy tool should be treated as absolute in matters of national security. What matters most is the objective—what we are trying to protect—and a continuing, careful discussion about which policies are most effective in a given era.
If this petition had simply called for the realization of a world without nuclear weapons, it might have gained broader support. However, by calling specifically for the continued adherence to the Three Non-Nuclear Principles, it goes beyond expressing an ideal and enters the area of choosing a particular national security policy.
Such discussions should, in my view, be conducted primarily by the National Diet and the national government, taking into account the overall consistency of Japan’s foreign and defense policies.
While I share the hope for a world without nuclear weapons, I cannot support having a local assembly insist on a fixed national security policy. For that reason, I have decided to vote against this petition.
Looking only at the result—support or opposition—may lead to misunderstandings. What I oppose is not peace itself. What I oppose is treating a specific policy approach as unquestionable and permanent.
What is truly the best way to preserve peace? I believe this question requires calm and realistic discussion based on facts and changing circumstances, rather than emotion alone.
【Español】Por qué voté en contra de la resolución que solicita mantener los Tres Principios No Nucleares de Japón
En la sesión plenaria de mañana del Concejo Municipal de Akita, cada concejal expresará su posición sobre la petición titulada “Presentación de una resolución que solicita mantener los Tres Principios No Nucleares de Japón” (Petición N.° 63). Mi voto también será publicado en el boletín oficial del concejo municipal.
Yo votaré en contra de esta petición.
Primero quiero dejar algo muy claro. Estoy de acuerdo con el ideal de lograr un mundo pacífico sin armas nucleares. Si consideramos la historia de las guerras y la gran cantidad de vidas que se han perdido debido a las armas nucleares, no tengo ninguna objeción al objetivo de construir un mundo libre de ellas.
Entonces, ¿por qué me opongo a esta petición?
La razón es que mi desacuerdo no está con el ideal, sino con la idea de fijar como política obligatoria la continuidad de los Tres Principios No Nucleares y que un gobierno local solicite formalmente al Estado mantener esa posición.
El objetivo de una política de seguridad nacional es proteger la vida y los bienes de la ciudadanía y mantener la paz. Los medios para alcanzar ese objetivo deben evaluarse y debatirse constantemente, tomando en cuenta la situación internacional, los movimientos militares de los países vecinos y los avances tecnológicos.
Sin embargo, esta petición parte de la conclusión de que los Tres Principios No Nucleares deben mantenerse y solicita al gobierno nacional que adopte esa postura.
Considero que, en materia de seguridad nacional, ningún instrumento político específico debe considerarse absoluto. Lo importante es el objetivo que se busca proteger y mantener una discusión serena y continua sobre cuáles son las medidas más efectivas en cada momento histórico.
Si esta petición hubiera solicitado simplemente la realización de un mundo sin armas nucleares, probablemente habría recibido un apoyo más amplio. Sin embargo, al pedir específicamente que se mantengan los Tres Principios No Nucleares, deja de ser solo una declaración de principios y entra en el terreno de elegir una política concreta de seguridad nacional.
A mi juicio, ese tipo de debate debe realizarse principalmente en la Dieta Nacional y en el Gobierno de Japón, considerando la coherencia general de las políticas exteriores y de defensa del país.
Aunque comparto el deseo de un mundo sin armas nucleares, no puedo apoyar que una asamblea local exija de manera fija una determinada política de seguridad nacional. Por esa razón he decidido votar en contra de esta petición.
Si alguien observa únicamente el resultado —a favor o en contra— podría llegar a una conclusión equivocada. Lo que rechazo no es la paz. Lo que rechazo es considerar una política específica como algo incuestionable y permanente.
¿Cuál es realmente la mejor manera de proteger la paz? Creo que esta es una pregunta que requiere un debate sereno, basado en la realidad y en los hechos, y no únicamente en las emociones.
