秋田市議会議員として、公費を使用した視察で2025大阪・関西万博に行くのはいかがなものかと思いましたが、1. 世界の展示・発信方法の最前線を学ぶ絶好の機会である 2. 「見せ方」の工夫は、秋田の地方創生・人口減対策に直結する 3. 国際社会との接点づくりと都市外交の一環 4. 万博の成果を秋田の地域イベントや公共空間に還元が可能、の４つの理由から視察をすることにし、公益社団法人2025年日本国際博覧会協会が主催する自治体職員・議員向けの研修に参加してきました。
万博における研修に参加して感じたのは、万博は単なる展示会にとどまらず、世界各国との対話・価値共有・課題解決の場である、ということです。各国のパビリオンの展示を見ると、5年後10年後に向けて何をすべきかを世界各国がどのように捉えているのかが分かります。
また、自国のファンを作るというのを非常に意識した作りや、テーマ性を持って社会的課題について語るような作りが多いため、各国の価値観が展示の構成や作りに多いに盛り込まれている点から、万博の展示が地域の観光にも役に立つと感じます。
各国の展示における見せ方の全体的な特徴が「没入型のスタイル」でした。「没入感」を演出するための空間設計として、建物全体の特徴的な造り、入口での象徴的なモノ（ゲート、目を引く人形、目を引くパネル等）の配置、全体的な色調やトーン、建物内部における壁面全面の大型LEDパネルやプロジェクター投影による180度に近い映像を空間全面（壁面４面と天井、床）に投影する手法、匂いや触覚による五感へのアプローチ、価値観に訴える手法などが挙げられ、それらの構成は、地域の観光資源開発や情報発信にも活かせる要素が多く、今後の地域振興における参考とすべき、と感じました。
秋田市の観光をPRする今後の施策の１つとして、秋田の魅力を「価値観に共感する人々」に伝える「没入感」を意識した展示・空間づくりや、国際的ネットワークを活用した交流事業の推進を検討していくべきだと思いました。また、万博終了後の施設・設備のリユース（万博協会のHPから欲しいモノに応募できるようになっている）を上手に使うことで、地方で世界の各国と繋がる契機になることも可能だと思います。基本的に有償の譲渡ですが、行政の場合、無償譲渡できる可能性があるため、万博を契機に地方の国際交流を活性化するのも面白いと思います。

また、都市型自走式ロープウェイ「Zipper」の技術的特徴、導入可能性、実証実験の進捗状況、及び今後の展望について調査・把握することを目的とし、都市型自走式ロープウェー「Zipper」について南相馬市まで視察しに行き、関係者へのヒアリングおよび展示物の視察を実施しました。
経緯としては、Zipperという新しい都市型自走式櫚プウェイを秋田駅から八橋公園まで走らせるのは面白いだろうという、秋田市議会公共交通研究会のメンバーでの話し合いから視察が実現しました。単位路線距離で比べるとZipperよりバスの方が、イニシャルコストが安いのですが、Zipperは運転手が不要なため、バスと比べて人件費を削減することでランニングコストを抑えることが可能という点が魅力的でした。また、ピーク時間とオフ時間の運行頻度の調整が容易なため、バスの問題点をクリアしていると言えます。冬季間の雪の問題点は、凍って動かなくなることではなく、つららや着氷の落下という点だったことは意外でした。
Zipperは各台に大容量のバッテリーが搭載されているため、災害時にはそれらを緊急用電源として開放することができる点はとてもユニークだと感じました。現状の躯体のバッテリー容量は1回の充電で6時間の運行が可能ですが、現時点では空調の使用を考慮しておらず、もし空調を導入するとなると運行時間は6時間より短くなります。しかし、新型の躯体は、バッテリー性能の向上により、災害時対応力や空調を入れた運用等にも対応が期待され、今後の実証実験で確かめていくとのこと。南相馬市のロボットフィールドにおける今後の実証実験の成果が非常に楽しみです。秋田市での運用も夢ではなく、先行している同じ雪国である石狩市の情報に注視していきたいと思いました。

I Visited Osaka and Minamisoma for a Study Trip
As a city council member of Akita, I wasn’t sure if it was okay to visit the 2025 Osaka-Kansai Expo using public funds. But I decided to go for four important reasons:
- It’s a great chance to learn how countries show and share their ideas with the world.
- How they design their displays can give us ideas for promoting Akita and solving population problems.
- It helps us build international connections and city-to-city friendships.
- We can use what we learn to improve events and public spaces in Akita.
I joined a special training session organized by the Japan Association for the 2025 Expo, made for local government workers and city council members. What I learned was this: The Expo is more than just a big show. It’s a place where countries talk, share values, and try to solve problems together. By looking at the country pavilions, you can understand what each country thinks is important for the next 5 or 10 years. Many displays tried to make strong impressions using themes and social messages. They also used creative designs to make people feel connected to their country.
A lot of the pavilions used something called an “immersive style.” That means the whole space—walls, ceiling, and floor—is used to make you feel like you’re part of the story. They used huge screens, moving images, smells, sounds, and even touch to reach all five senses. I think we can use similar ideas to make tourism in Akita more exciting.
To promote Akita’s charm in the future, I think we should create more exhibitions and events that make people feel emotionally connected. We can also use international networks to make more exchanges. And interestingly, after the Expo ends, we might be able to apply for leftover equipment and displays. For public use, some items might even be free. This could help small cities like ours connect to the world.
About My Visit to Minamisoma and the “Zipper” Ropeway
I also went to Minamisoma City to learn about a new type of ropeway system called “Zipper.” It’s a self-driving cable car system that runs in cities. In the Akita City Council Public Transportation Research Group, we talked about how fun it would be if Zipper could run from Akita Station to Yabase Park. That’s why we decided to visit.
At first, Zipper looks more expensive than buses. But it doesn’t need a driver, so it can save money over time. It also can change how often it runs depending on busy or quiet hours, which is hard for buses. I was surprised to learn that snow is not a big problem. The real issue is falling icicles or frozen pieces.
Zipper cars also have big batteries. In a disaster, they can be used as emergency power sources. Right now, they can run for six hours on one charge, but that’s without air conditioning. New models with better batteries might be able to run longer and even have air conditioning.
Minamisoma will keep testing Zipper. I’m excited to see the results, and I hope Akita can use this system one day too. I’ll also keep watching what’s happening in Ishikari City, another snowy place where Zipper is already being tested.

Visité Osaka y Minamisoma para una gira de estudio
Como regidor de la ciudad de Akita, al principio no estaba seguro si era apropiado visitar la Expo 2025 Osaka-Kansai usando fondos públicos. Pero decidí hacerlo por cuatro razones importantes:
- Es una gran oportunidad para aprender cómo los países muestran sus ideas al mundo.
- Las formas de presentación nos dan ideas para mejorar la promoción de Akita y enfrentar el problema de la baja población.
- Nos ayuda a construir conexiones internacionales y amistad entre ciudades.
- Podemos usar lo aprendido para mejorar eventos y espacios públicos en Akita.
Participé en un taller especial organizado por la Asociación Japonesa de la Expo 2025, dirigido a funcionarios y regidores de gobiernos locales. Lo que aprendí es que la Expo no es solo una gran exhibición. Es un espacio donde los países dialogan, comparten valores y buscan soluciones juntos. Al ver los pabellones de los países, uno puede entender qué consideran importante para los próximos 5 o 10 años. Muchos pabellones buscan causar impacto usando temas sociales. También usan diseños creativos para conectar con las emociones de las personas.
Una tendencia común fue el “estilo inmersivo”, donde todo el espacio—paredes, techo y suelo—se usa para hacer que el visitante se sienta dentro de la historia. Usaron pantallas enormes, imágenes en movimiento, sonidos, olores y hasta elementos para tocar, para estimular los cinco sentidos. Creo que podemos usar ideas similares para hacer el turismo en Akita más interesante.
Para promocionar Akita en el futuro, creo que debemos crear más espacios y eventos que conecten con las emociones. También podemos usar nuestras redes internacionales para promover intercambios. Además, después de que termine la Expo, algunas instalaciones y equipos estarán disponibles, y si somos gobierno local, tal vez podamos conseguirlos gratis. Esto sería una buena oportunidad para conectar Akita con el mundo.
Sobre mi visita a Minamisoma y el teleférico urbano “Zipper”
También fui a la ciudad de Minamisoma para conocer más sobre un sistema de teleférico urbano llamado “Zipper”. Es un teleférico que se mueve solo, sin conductor. En el grupo de estudio sobre transporte público del Concejo Municipal de Akita, hablamos de que sería genial si Zipper pudiera ir desde la estación de Akita hasta el Parque Yabase. Por eso decidimos hacer la visita.
Al principio, parece que Zipper cuesta más que un bus. Pero como no necesita conductor, se puede ahorrar dinero a largo plazo. Además, se puede ajustar la frecuencia de operación según si hay mucha o poca gente, cosa que es difícil con los buses. Me sorprendió saber que el problema en invierno no es que se congele y se detenga, sino que se caigan carámbanos o hielo.
Cada cabina del Zipper tiene una batería grande. En caso de desastre, se puede usar como fuente de electricidad de emergencia. Ahora puede operar 6 horas con una sola carga, pero sin aire acondicionado. Las nuevas versiones tendrán baterías mejores y podrán funcionar más tiempo incluso con aire acondicionado.
Minamisoma seguirá haciendo pruebas. Estoy emocionado de ver los resultados, y espero que algún día podamos usar Zipper en Akita también. También seguiré de cerca lo que pasa en Ishikari, otra ciudad con nieve donde ya lo están probando.
