自民党会派から、会派に所属する議員の地元である河辺岩見地区のこの度の豪雨災害による被害の状況を知ってほしいということから、議長・副議長のつながりで当会派に一緒に視察に行きませんか、とお声がけいただきましたので、令和5年9月4日に現地視察に行ってきました。
秋田中央広域農道の河辺岩見地区の田んぼに流れ込んだ土砂の様子や、秋田岩見船岡線（県道28号線）の新川地区の岩見川にかかっている新川橋が崩落している箇所などを視察してきました。新川橋の崩落箇所は、落ちたのがもし夜だったら分からずに誰か車ごと落下してしまうと思うほど完全に崩落していました。また、上流の岨谷峡（そうやきょう）という太平山県立自然公園内の渓谷で紅葉の名所として知られている景勝地ですが、殿渕というエメラルドグリーンが眼下に広がる清流の渓谷に、普段ないはずの何十本もの巨大な流木が詰まっている衝撃的な状態も視察してきました。
普段は、秋田市街地の床上浸水した住宅を中心に災害ボランティアに参加したり視察したりしていますが、上流域の様子を見ることがなかったので非常に衝撃的であり、そしてとても勉強になりました。この度の豪雨災害は被害地域が広範囲であり、上流は急峻な地形による流速の速さから土砂や流木関連の被害、中流〜下流域は雄物川支流の氾濫、都市部の排水機能の処理能力を超えた内水氾濫、と多様な被害の形態があり、ハザードマップは参考でしかなく、地域の特性や歴史をよく考えながら各々の地域できめ細かく対策していかなければならないものだと再認識しました。
また、令和年9月秋田市議会定例会は9月4日に市長の要旨説明がありました。条例案が10件、単行案（ある事項について、個別に提出される議案をいい、条例の制定改廃、予算議案以外の議案で、工事契約等の締結や変更契約などが当たります）が7件、予算案（補正予算）が３件、決算認定が3件となっています。一般質問が9月13日から行われますが、今議会では当会派からは若松議員が9月14日のトップバッターで一般質問を行います。私は、厚生委員会と議会運営委員会に所属しており、福祉保健部関係ではこの度の豪雨災害により被災した床下浸水世帯への見舞金を増やす案件などありますので議論を深めたいと思います。

I conducted an on-site inspection of the damage caused by the heavy rainfall in the Kawabe Iwami area. The regular session of the Akita City Council for September of the fifth year of Reiwa has begun.
Members of the Liberal Democratic Party faction, as local representatives from the Kawabe Iwami area, requested that we be informed about the extent of the recent damage caused by the heavy rain disaster. Thanks to the connections of the Council Chair and Vice Chair, they invited members of our faction to join the inspection, which took place on September 4th in the fifth year of Reiwa.
During the inspection, we observed the situation of sediment and debris that had flowed into the rice fields of the Kawabe Iwami area along the Akita Central Wide-Area Agricultural Road. We also visited the site where the Shinkawa Bridge, located in the Shinkawa district of the Akita Iwamifunaoka Line (Prefectural Road No. 28), had collapsed. The collapse of the Shinkawa Bridge was so severe that had it happened at night, it’s likely that someone could have fallen without realizing it.
Furthermore, we inspected the extraordinary condition in the upstream area known as “Soyakyo” within the Taiheizan Prefectural Nature Park, which is usually famous for its autumn foliage. In this picturesque valley, we were shocked to see an unusual number of large logs jammed in the emerald green waters of the flowing stream known as “Tonobuchi.”
Normally, I participate in disaster volunteer activities and inspections mainly focused on houses suffering from flooding in the city center of Akita. However, it was quite a revelation to see the conditions upstream, which were very different and informative. The heavy rain disaster this time caused extensive damage, with various forms of damage, including sediment and debris-related issues due to the steep terrain and fast-flowing currents in the upstream areas, flooding from the Omonogawa River tributary in the midstream to downstream areas, and urban areas experiencing internal flooding beyond the drainage capacity. It was a reminder that hazard maps are only a reference, and that we need to carefully consider the characteristics and history of each region while developing detailed strategies for disaster prevention.
In addition, the regular session of the Akita City Council for September of the fifth year of Reiwa included a summary presentation by the mayor on September 4th. There are 10 ordinance proposals, 7 single proposals (which pertain to individual matters and include proposals for the establishment or abolition of ordinances, as well as budget-related proposals other than budget proposals), 3 budget proposals (supplementary budgets), and 3 settlement approvals. General questions will be conducted from September 13th, and in this session, Councilor Wakamatsu from our faction will be the first to ask questions on September 14th. I am a member of the Welfare Committee and the Parliamentary Affairs Committee, and regarding matters related to the Welfare and Health Department, such as increasing condolence payments to households that suffered from submerged floors due to this heavy rain disaster, I intend to engage in discussions.

Realicé una inspección en el lugar de los daños causados por las fuertes lluvias en la zona de Kawabe Iwami. La sesión regular del Consejo Municipal de Akita para septiembre del quinto año de Reiwa ha comenzado.
Miembros de la facción del Partido Liberal Democrático, como representantes locales de la zona de Kawabe Iwami, solicitaron que se nos informara sobre la magnitud de los recientes daños causados por el desastre de las intensas lluvias. Gracias a las conexiones del Presidente del Consejo y del Vicepresidente, nos invitaron a los miembros de nuestra facción a unirnos a la inspección, que tuvo lugar el 4 de septiembre en el quinto año de Reiwa.
Durante la inspección, observamos la situación de los sedimentos y escombros que habían fluído hacia los campos de arroz de la zona de Kawabe Iwami a lo largo de la Carretera Agrícola Central de Akita. También visitamos el lugar donde el Puente Shinkawa, ubicado en el distrito Shinkawa de la Línea Iwamifunaoka de Akita (Carretera Prefectural No. 28), se había derrumbado. El colapso del Puente Shinkawa fue tan grave que si hubiera ocurrido de noche, es probable que alguien hubiera caído sin darse cuenta.
Además, inspeccionamos la condición extraordinaria en la zona de aguas arriba conocida como “Soyakyo” dentro del Parque Natural Prefectural Taiheizan, que suele ser famoso por su follaje otoñal. En este pintoresco valle, nos sorprendió ver una cantidad inusual de grandes troncos atascados en las aguas verde esmeralda del arroyo fluyente conocido como “Tonobuchi”.
Normalmente, participo en actividades de voluntariado y en inspecciones de desastres centradas principalmente en las viviendas afectadas por inundaciones en el centro de la ciudad de Akita. Sin embargo, fue una verdadera revelación ver las condiciones aguas arriba, que fueron muy diferentes e informativas. El desastre de las intensas lluvias en esta ocasión causó daños extensos, con diversas formas de daño, incluidos problemas relacionados con sedimentos y escombros debido a la empinada geografía y las corrientes rápidas en las áreas aguas arriba, inundaciones provenientes del afluente del río Omonogawa en las áreas de aguas medias a aguas abajo, y áreas urbanas que experimentaron inundaciones internas más allá de la capacidad de drenaje. Fue un recordatorio de que los mapas de riesgo son solo una referencia y que debemos considerar cuidadosamente las características y la historia de cada región mientras desarrollamos estrategias detalladas para la prevención de desastres. Además, la sesión regular del Consejo Municipal de Akita para septiembre del quinto año de Reiwa incluyó una presentación resumida por parte del alcalde el 4 de septiembre. Hay 10 propuestas de ordenanzas, 7 propuestas individuales (que se refieren a asuntos individuales e incluyen propuestas para el establecimiento o abolición de ordenanzas, así como propuestas relacionadas con el presupuesto que no son propuestas de presupuesto), 3 propuestas de presupuesto (presupuestos complementarios) y 3 aprobaciones de liquidación.
