自慢の秋田へ、帰ろう。というキャッチフレーズには、秋田を自慢しよう、という想いを込めています。
私は、秋田県庁に勤める前に、中米のコスタリカで、参加型生物多様性保全推進プロジェクト（MAPCOBIO）、というJICA（独立行政法人国際協力機構）の国際協力プロジェクトの業務調整を行っていました。そこでは、バラ・デル・コロラド野生生物保護区という場所で、保護区内に住んでいる住民に、生物多様性保全の大切さを理解してもらうため、現地の環境エネルギー省の職員が一方的に説得したりするのではなく、一緒に考え意見を引き出してまとめる参加型手法を用いて、生物多様性を保全するための様々なアプローチを行いました。その一つに、自分の住んでいる土地に愛着を持つ、というものがありました。
野生生物保護区内に住んでいる住民は、娯楽施設や大きなスーパーなどがなく広大なジャングルが広がる現状に、ここには何もない、という人が多くいました。半面、自分たちの住んでいる土地の大自然を敬い誇りに思っている人もいました。そこで、現地の大学に依頼して動物の個体数の調査を行ったり、保護区内の小中学生や住民と一緒にバードカウントを定期的に行い、どんな動物や鳥がいるのか、それらがどのくらいいるのかを正確に知ってもらうためのアプローチを行いました。
すると、以前に農民が見たことがある、という証言しかなかった珍しい動物がトラップカメラに写ったり、想定を超えた数と種類の鳥類がカウントされたり、とたくさんのお国自慢のネタが集まり、その情報を環境エネルギー省の職員や住民と共有しました。
その後、外部から人を招待して、エコツアーの企画を行うようになりましたが、住民たちは「自分たちの住んでいる土地にはこんな珍しい動物がいて、こんなにたくさんの鳥や爬虫類がいるんだよ」と自分たちの住んでいる場所に誇りをもって外部の人に紹介するようになりました。
私は趣味でバードウォッチングをしていますが、秋田は鳥類の多様性に富んだ県だと思っています。特に千秋公園は、駅前中心街の立地に関わらず、季節を通じて多様な鳥を見ることができる観光客向けの最高のバードウォッチングサイトでもあると思っています。他にも大平山や雄物川流域～河口、高尾山や高清水公園などの別の公園も良い場所です。
私は、このようなバードウォッチングする人の視点から、秋田の良さを語り自慢することができます。皆さんはどのような視点から秋田の良さを語りますか？
The catchphrase “Let’s return to our proud Akita.” expresses the sentiment of wanting to showcase the pride of Akita.
Before working at the Akita Prefectural Office, I was involved in coordinating the International Cooperation Project for Biodiversity Conservation Promotion (MAPCOBIO) by JICA (Japan International Cooperation Agency) in Costa Rica, Central America. At the Barra del Colorado Wildlife Refuge, we used a participatory approach to involve the residents living in the protected area in various approaches to conserve biodiversity. Rather than trying to persuade them through one-sided explanations by the local staff of the Ministry of Environment and Energy, we engaged in a process of generating ideas and opinions together. One of the approaches we used was to encourage residents to develop an attachment to their land. Many residents living in the wildlife protection zone felt that there was nothing here because there were no entertainment facilities or large supermarkets, and only a vast jungle stretched out before them. However, some residents respected and took pride in the natural beauty of the land they lived in. To encourage appreciation of the natural environment, we commissioned local universities to conduct animal population surveys and regularly counted birds with elementary and junior high school students and residents of the protection area to accurately identify the various animals and birds living there and their numbers.
As a result, rare animals that were previously only known by farmers’ testimony were captured by trap cameras, and a greater number and variety of birds than expected were counted, generating lots of prideful information about the region that was shared with Ministry of Environment and Energy staff and residents.
Afterwards, we invited people from outside the area to plan ecotourism, and the residents started to introduce outsiders to their land with pride by saying, “This rare animal lives here, and there are so many birds and reptiles.”
As a hobby, I enjoy bird watching, and I believe that Akita is a prefecture rich in bird diversity. In particular, the Senshu Park, despite its location in the central district near the station, is an excellent bird watching site for tourists as it offers various birds throughout the year. Other parks such as Taihei Mountain, the Omono River basin to the mouth, Takao Mountain, and Takashimizu Park are also good places to visit.
From my perspective as a bird watcher, I can proudly share the charms of Akita. What about you? How would you showcase the pride of Akita?
