2025年（令和7年）10月10日（金）に、秋田市議会令和7年9月定例会（9月議会）が無事に終わりました。9月議会は、補正予算の審議に加え、前年度予算の決算審査がありますのでボリュームにある議会ですが、私が所属している厚生委員会では、審査が2日間にも渡り、かなりの審議時間でした。ちなみに昨年度は、10:00〜18:30までの長丁場で全委員会の中でダントツの審議時間の長さでしたが、今年度それをさらに更新した感じです笑
審議時間がかかる、ということは、そもそも議題が多いということに加え、資料の不備や当局の受け答えがハッキリしないと議員の追求が増していくなど、様々な時間が伸びる要素があります。ただし、議員側にも質問の時間の使い方や質問方法など考える必要がある部分も多くありますので、これらは議会活性化検討会で揉む必要があります。
とにかく決算審査が終わりましたので、ここでの反省や修正をもとに、これから次年度の予算の積み上げに向かっていきます。少子高齢化の進展等を背景に、以前のような右肩上がりの財政拡大はもはや望めません。歳入面では中長期的にみて財政規模が縮小することは避けられませんし、その一方で超高齢化社会の到来などによって財政需要は増嵩していきます。市政を取り巻く環境は一段と厳しく、いかにして限られた財源の範囲で住民福祉の増進を図っていくのか、まさに正念場です。新生沼谷市政の大いなる改革・改善への取り組みを期待しましょう。
同日の夕方に、勝平日吉神社例大祭がありましたので参加してきました。議員になってからこの例祭に呼ばれるようになりましたが、この例祭では剣舞が披露されますので非常に面白いと感じています。宮司さんから、勝平日吉神社は新屋の日吉神社から分祠され34年経ったが、その当時の決め事で、新屋の日吉神社の例祭は春なので、勝平日吉神社は秋に行いましょう、ということでずっとやってきているとのことでした。勝平小中学校は午後お休みになり、お神輿巡行、境内特設会場では奉納演芸やブラスバンド演奏などに参加する地域一体となったお祭りで、子どもたちの楽しみになっている雰囲気があります。私が子どもの頃にはなかったお祭りが、時間をかけて地域に定着していて、地域の関係者の皆様のご尽力には感謝するばかりです。

October 10, 2025 – The September Regular Session of the Akita City Assembly Has Ended & I Joined the KatsuHira Hiyoshi Shrine Autumn Festival
On Friday, October 10, 2025, the September Regular Session of the Akita City Assembly finished safely.
This session had a lot to discuss — not only the supplementary budget, but also the final review of last year’s budget. Because of this, it was a long and heavy meeting.
In the Health and Welfare Committee, where I serve as a member (and vice-chair in this term), our review took two full days. Last year, our meetings lasted from 10:00 a.m. to 6:30 p.m.—the longest of all committees—and this year it was even longer!
Long meetings happen for many reasons: there are many topics to review, sometimes documents have errors, or the answers from city officials are not clear enough. But it is also true that we, as assembly members, need to think about how we use our time and how we ask our questions. These points should be discussed in the Assembly Activation Committee.
Now that the final review is complete, we will move forward to plan next year’s budget. Because of the declining birthrate and aging population, Akita’s finances can no longer grow like before. While our income will decrease in the long run, the needs for social welfare will continue to increase. The environment around city government is becoming more difficult. We are now at a turning point—how can we improve citizens’ welfare with limited financial resources? I hope that the new Numaya administration will bring strong reform and positive change.
That evening, I joined the KatsuHira Hiyoshi Shrine Annual Festival.
Since becoming an assembly member, I’ve been invited to this festival each year. One of its highlights is the sword dance performance, which is always exciting to watch.
The chief priest told me that KatsuHira Hiyoshi Shrine was established 34 years ago as a branch of the Hiyoshi Shrine in Araya. Because the Araya shrine’s main festival is held in spring, the KatsuHira shrine decided to hold theirs in autumn—and they’ve continued that tradition ever since.
On that day, students from KatsuHira Elementary and Junior High Schools had the afternoon off to join in the festival. There was a lively parade with a portable shrine (mikoshi), stage performances, and a brass band concert. It’s a true community event, and I could feel how much children enjoy it.
When I was a child, this festival didn’t exist. Seeing how it has grown and become part of the local tradition makes me deeply thankful to everyone who worked hard to make it possible.

10 de octubre de 2025 – Terminó la Sesión Ordinaria de Setiembre del Concejo Municipal de Akita y participé en el Festival Anual del Santuario Hiyoshi de KatsuHira
El viernes 10 de octubre de 2025 terminó sin problemas la Sesión Ordinaria de Setiembre del Concejo Municipal de Akita.
Esta sesión tuvo mucho trabajo, ya que además del presupuesto suplementario, también revisamos el informe final del presupuesto del año anterior. Por eso fue una sesión bastante larga.
En la Comisión de Bienestar Social, donde soy miembro (y actualmente vicepresidente), la revisión tomó dos días completos. El año pasado nuestras reuniones duraron desde las 10:00 a.m. hasta las 6:30 p.m., ¡la más larga de todas las comisiones!, y este año fue aún más extensa.
Las sesiones largas ocurren por varias razones: hay muchos temas que analizar, a veces los documentos tienen errores, o las respuestas de los funcionarios no son claras. Pero también nosotros, los regidores, debemos pensar cómo usamos el tiempo y cómo hacemos las preguntas. Estos temas deben discutirse en la Comisión para la Activación del Concejo.
Ahora que terminamos la revisión final, empezamos a planificar el presupuesto del próximo año. Con el envejecimiento de la población y la baja natalidad, ya no es posible esperar un crecimiento financiero como antes. Los ingresos municipales disminuirán a mediano y largo plazo, mientras que las necesidades sociales aumentarán. La situación del gobierno local es cada vez más difícil. Estamos en un momento decisivo: ¿cómo mejorar el bienestar de la población con recursos limitados? Espero que la nueva administración de Numaya impulse grandes reformas y mejoras.
Esa misma tarde participé en el Festival Anual del Santuario Hiyoshi de KatsuHira.
Desde que soy regidor he sido invitado a este festival, y uno de los momentos más atractivos es la danza con espadas, que siempre es impresionante.
El sacerdote principal me contó que el Santuario Hiyoshi de KatsuHira fue fundado hace 34 años como una rama del Santuario Hiyoshi en Araya. Como el festival principal en Araya se celebra en primavera, se decidió que el de KatsuHira sería en otoño, y esa tradición continúa hasta hoy.
Ese día, los estudiantes de la escuela y el colegio de KatsuHira tuvieron libre en la tarde para participar. Hubo un desfile con el mikoshi (santuario portátil), presentaciones artísticas y una banda de música. Fue una verdadera celebración comunitaria, llena de alegría para los niños.
Cuando yo era niño, este festival no existía. Ver cómo se ha convertido en una tradición local me llena de gratitud hacia todas las personas de la comunidad que han hecho posible este hermoso evento.
