地域に活力を生み出す「事業化」の視点 というテーマで一般財団法人秋田経済研究所のリサーチフェローの荒牧敦郎氏から講演いただき、勉強してきました。
講義のなかで一番印象的だったのは、交流拠点づくりが地域課題の閉塞感打開につながっていることと、地域課題を解決するために事業を行う、という考え方でした。
今、秋田市立秋田商業高校（ユネスコスクール）にワークショップを教えに行っており、国際的な視点から様々な問題点を抽出し、それに対してどのような解決策を考えられるか、という議論をしており、そこで考える材料になると思いました。
ただし、成功する企業家の思考様式であるエフェクチュエーションの話は面白いものでしたが、事業化して地域内で資金を循環する時に、人口が少なく資金力に乏しい地域内の資金は大きなものではないため、事業化して地域に残るお金は大きなものにはならないのではないかと思いました。事業化するにはかなりのエネルギーが必要で、得られるお金が大きくないと疲労感が増えてしまいがちです。ですので、その事業化のテーマ選びがとても重要になると思います。つまり持続可能性や公共性のあるもの、SDGsなどの考えの強いものになりがちなのかもしれません。ボランティア性の高い事業になるのかなと思いましたし、一方で行政からの助成金が入らないと運営がきびしいものになりがちなのかとも思いました。
講義を聞いた直後は、やや違和感はあったものの、質問に至るまで頭の中で整理できなかったので質問はしませんでしたが、こうしてゆっくり考えると整理ができました。

Akita City Council Policy Research Group (Parliamentary League) Workshop
We had a study session where Mr. Atsuro Aramaki, a research fellow from the Akita Economic Research Institute, gave a lecture on the theme “The Perspective of Commercialization to Revitalize Local Communities.” One of the most striking points in the lecture was how creating community hubs can break through the stagnation of local issues and the idea of solving community problems through business initiatives.
Right now, I am teaching workshops at Akita Commercial High School (a UNESCO school), where we are discussing how to identify various issues from an international perspective and how to come up with solutions. The lecture provided some valuable insights for these discussions.
However, the concept of “effectuation,” a way of thinking used by successful entrepreneurs, was quite interesting. But when it comes to commercializing projects to circulate money within the local area, I wonder if the limited population and financial resources would mean that the money staying in the community wouldn’t be significant. Commercializing projects takes a lot of energy, and if the financial return isn’t substantial, people might get easily fatigued. That’s why choosing the right theme for commercialization is critical. It likely means focusing on something with sustainability, public value, or aligning with ideas like the SDGs. I also thought that such projects might end up having a strong volunteer component and could face difficulties operating without government subsidies.
Although I felt a bit of discomfort right after the lecture, I couldn’t organize my thoughts well enough to ask questions. But after some time to reflect, I’ve managed to make sense of it all.

Taller del Grupo de Investigación de Políticas del Concejo Municipal de Akita (Liga Parlamentaria)
Tuvimos una sesión de estudio donde el Sr. Atsuro Aramaki, investigador del Instituto de Investigación Económica de Akita, dio una conferencia sobre el tema “La perspectiva de la comercialización para revitalizar las comunidades locales.” Uno de los puntos más destacados de la conferencia fue cómo la creación de centros comunitarios puede ayudar a superar la sensación de estancamiento en los problemas locales, y la idea de resolver los problemas comunitarios a través de iniciativas empresariales.
Actualmente, estoy impartiendo talleres en la Escuela Secundaria Comercial de Akita (una escuela UNESCO), donde estamos discutiendo cómo identificar diversos problemas desde una perspectiva internacional y cómo proponer soluciones. La conferencia brindó ideas valiosas para estas discusiones.
Sin embargo, el concepto de “efectuación,” una forma de pensar utilizada por empresarios exitosos, fue bastante interesante. Pero cuando se trata de comercializar proyectos para hacer circular dinero dentro del área local, me pregunto si la población limitada y los recursos financieros harían que el dinero que se quede en la comunidad no sea significativo. Comercializar proyectos requiere mucha energía, y si el retorno financiero no es sustancial, las personas pueden fatigarse fácilmente. Por eso, la elección del tema para la comercialización es crucial. Probablemente implique centrarse en algo con sostenibilidad, valor público o alineado con ideas como los ODS. También pensé que tales proyectos podrían terminar teniendo un componente de voluntariado fuerte y enfrentar dificultades para operar sin subsidios gubernamentales.
Aunque sentí una pequeña incomodidad justo después de la conferencia, no pude organizar bien mis pensamientos para hacer preguntas. Pero después de reflexionar un poco, he logrado ordenar mis ideas.
