桜小学校付近に住む方から、熊が近所で出て、その後の対策が何もなされていないし、小中学校が近いので自分たちも不安だが親御さんもとても心配している、という連絡をいただきましたので、お話を伺いに行ってきました。
桜小学校のすぐ裏手の住宅地に熊の目撃情報があるのですが（なぜか最新のクマダスには過去の情報が反映されていない）、裏手の柵に一部隙間があり野生動物の侵入が容易な箇所がありました。また町内をぐるりと案内していただいて、過去30年くらいの間で熊が出没した記憶にある箇所を伺ってきましたが、地形上、想定される侵入経路がいくつかありましたので、秋田市の農地森林整備課と秋田市教育委員会へ連絡をして、対策を依頼しました。
連絡をくれた方の知り合いで熊打ち猟師がおり、熊が来ないようにする方法を伝授してくれたそうで、内容を詳しく伺ってきました。それによると、熊は臆病な動物であるため、4つ足で歩行する際に熊の鼻先の高さにロープや網がある所は、わざわざそれを壊してその向こう側には行かないのだそうです。
そこで、一見心許ないロープやネットでもそこを境界線とする柵としては十分に効果を発揮するのだそうです。
2024年2月議会代表質問で熊対策に監視カメラや電気柵の導入を提案しましたが、今年度の予算で５台の監視カメラの導入が決まっています。このカメラは固定型ではなく移動可能で、取り付けた箇所から画像データを携帯の電波を利用してクラウドに送信し、AIで解析するタイプです。これまでにカモシカや日本鹿などは画像からAIで解析され特定されているそうです。性能としては十分なようですが、まだ肝心の熊が写っていないそうで、熊を解析して特定した実績がないとのこと。実績を積んで、補正予算でもっと多くのカメラを購入できるといいなと思っています。

Inspection Around Sakura Elementary and Sakura Junior High Schools (Bear Measures)
I received a call from a resident near Sakura Elementary School. They reported a bear sighting in the neighborhood and expressed concern that no follow-up measures had been taken. Given the proximity to both elementary and junior high schools, both the residents and parents are very worried. So, I went to hear their concerns firsthand.
There have been bear sightings right behind the residential area near Sakura Elementary School (for some reason, the latest data is not reflected in the Kuma-Dasu database). I found that there were gaps in the fence behind the school, making it easy for wild animals to enter. The locals gave me a tour and pointed out areas where bears have been spotted over the past 30 years. Given the terrain, there are several potential entry routes. I contacted the Department of Agriculture and Forest Maintenance and the Akita City Board of Education to request measures.
A friend of the resident who called me is a bear hunter and shared some tips to keep bears away. Bears are timid animals, and if they encounter a rope or net at nose height while walking on all fours, they won’t bother breaking through it.
Thus, even seemingly flimsy ropes or nets can effectively serve as barriers.
In February 2024, I proposed installing surveillance cameras and electric fences for bear measures during a council meeting. This year’s budget includes five new surveillance cameras. These are not fixed but mobile cameras that send image data to the cloud using mobile signals, where AI analyzes the images. So far, the AI has successfully identified animals like Japanese deer and serows from the images. While the cameras seem effective, they have not yet captured any bears, so there’s no proven record of bear identification. I’m hoping that, with more experience, we can secure additional cameras through supplementary budgets.

Inspección alrededor de las Escuelas Primaria y Secundaria Sakura (Medidas contra osos)
Recibí una llamada de un residente cerca de la Escuela Primaria Sakura. Informaron sobre el avistamiento de un oso en el vecindario y expresaron su preocupación porque no se habían tomado medidas de seguimiento. Dada la proximidad tanto de la escuela primaria como de la secundaria, tanto los residentes como los padres están muy preocupados. Así que fui a escuchar sus preocupaciones de primera mano.
